City of Barrie employee and contractor charged for fraud and overbilling
On June 2, 2015 Barrie Police Investigative Services commenced an investigation into allegations of a former City of Barrie employee and a local contractor defrauding the City of large sums of money through the overbilling of contract jobs at various City facilities. The request for this investigation was made by the City of Barrie.
From November 2011 to May 2015 Ryan Thompson, Manager of Corporate Facilities for the City of Barrie, is alleged to have assisted Travis Wilkes-Graham, a local contractor, in obtaining substantial work outside of contractual agreements for maintenance related to numerous City buildings. Wilkes-Graham would later submit to Thompson invoices which were inflated and in some cases duplicated in order to disguise excessive totals. Thompson would approve the invoices allowing Wilkes-Graham to get paid.
Allegedly, Wilkes-Graham would give Thompson secret commissions after receiving payment from the City of Barrie. Over the course of four years, over $3 million was paid to Wilkes-Graham of which about $2 million is alleged to have been obtained through fraudulent means.
Ryan Thompson, 38, of Clearview Township, and Travis Wilkes-Graham, 30, of Innisfil, are charged jointly with the following offences: Fraud Over $5,000, Conspiracy to Commit an Indictable Offence, Secret Commissions, Possession of Proceeds of Crime Over $5,000.
Both were released by way of Promise to Appear with a court date on December 7, 2015.
